THE GENERAL ASSEMBLY OF PENNSYLVANIA
HOUSE BILL
No. 1703

HARRISBURG, Pa. (WHTM) – The state House of Representatives has passed legislation to update the state’s restrictions on youths who ride all-terrain vehicles.

House Bill 1703 would update a law that says 8- and 9-year-olds are limited to riding ATVs with an engine displacement of 70cc or less. Instead, youth riders would be limited to the age recommendation placed by the manufacturer, which is based on speed rather than engine displacement.

For older ATVs without such a label, the 70cc restriction for 8- and 9-year-olds would still apply.

The bill does not change the minimum age for riding an ATV on state-owned land, which is 8 years old.

Also deals with "§ 7743. MUFFLERS AND [NOISE] SOUND CONTROL."
